Michael Relyea, Partner
Early in Mike’s career he focused on commercialization of R&D programs as the Director of New York State’s Office of Science, Technology and Academic Research. This experience introduced him to how manufacturing facilities come on line and eventually scale up. Mike put this experience to work when he was asked to lead the Luther Forest Technology Campus Economic Development Corporation to oversee the development and construction of a multi-billion dollar investment being made by New York State. As President, he provided overall project leadership and established strategic direction, while overseeing operations, financing and construction. A skilled team builder, he worked closely with the numerous federal, state and local agencies, contractors, lawyers and trade organizations, privately-held businesses that were all needed to construct and operate one of the world’s most advanced semiconductor facilities in the world today.
Mike has since moved on and is the founding partner of Amanus Consulting Group. The firm specializes in project development and oversight with experience in energy infrastructure, transmission and strategic site development. Mike assembles and leads teams of experienced and proven professionals who execute projects from concept to completion with local, regional and state impacts. The company’s clients include some of the largest utilities in the northeast, manufacturing companies, municipalities and tech parks. Mike works with private industry, government agencies, economic development organizations, academic institutions and construction management, engineering and design/build companies to create dynamic teams that are able to guide projects to completion.
While working on projects such as the Vermont Green Line, a 400mw merchant transmission line connecting New York wind developers to New England’s energy grid, Mike is able to show his ability to guide multidisciplinary teams through the many ups and downs, starts and stops of an infrastructure project. Through successfully guiding the planning, right of way acquisitions, designing, permitting and construction of a transmission line connecting NYSEG and National Grid’s grid at a switch yard, Mike gained an intimate knowledge of how to work with the utility, regulatory and political structures that oversee new growth and expansion.
Mike received his undergraduate degree from the State University of New York at Plattsburgh and his Juris Doctorate from Albany Law School at Union University. He is a graduate of the Leadership Saratoga program and is a board member of the Adirondack Aquatic Center. Mike also serves as a business mentor for the Spark Saratoga StartUp Advisory Team, as a student mentor with the Clean Tech ECHS and was recently appointed to the Malta Economic Development Committee.

Theresa Skaine, Partner
Through her background in corporate and real estate law, Theresa Skaine brings expertise in addressing the complexities and challenges of project development and government and corporate compliance. She has focused her career on economic development, project management and corporate matters. Theresa is recognized for her expertise in property development, permitting, financing (private, governmental and venture), and utility coordination. Her experience allows Theresa to address intricacies of project development from a different perspective. Theresa’s diverse background includes being counsel for the Luther Forest Technology Campus project. In this capacity, Theresa managed commercial real estate transactions, guided public and private financing transactions and worked with local municipalities and public regulatory and environmental agencies relating to permitting and developing the Campus. She has played an instrumental role in the successful development of numerous projects in the Capital District.
Her work also includes the creation of communication plans aimed at providing education about projects and the structuring of public forums designed to allow discourse between community members and other interested stakeholders and project developers.
Theresa continues to own a law firm, Skaine & Associates, LLC, which is a NYS certified WBE.
Theresa received her B.A. from Colgate University and her J.D. from Boston University, cum laude. She serves as a Trustee of the Saratoga Hospital and as a Director for the Saratoga Regional Y and the Saratoga County Chamber of Commerce. Theresa is a 2006 graduate of the Leadership Saratoga program and received the Lisa Niles Distinguished Alumni Award from that group in 2013. She is an active member of the Women Presidents’ Organization and is affiliated with the NYS Bar Association Committee on Women in the Law.
